that's cause' most Rangers are noobs imo... if you actually went out and tested the 20/20 Rockmolder or any global "faster recharge" mod... it would only work on spells and not skills... aka traps
wording with skills and items are a lil' confusing sometimes... all you can do is send in a bug report and hope they fix it

I have a 20/20 rockmolder and never saw a difference while trapping. Maybe there was one at some point, but I certainly never saw it.
Hence my transition to the Jeweled Chalice I posted above. I still don't get the recharge benefit, but I get the armor bonus and energy (17 total - unconditionally, unlike the "Fires in the East" staff).

Well the Fires Staff might as well be 18 energy unconditionally if you put the insightful head on it. If you are doing your runs right you shouldn't take damage therefore you should constantly have the +9 conditional energy

Wenslauss' Faith or similar staff (Milius Pillar, Kole's Torment). I get +15 energy, 10/10 fast cast/fast recharge, +30 health. The requirement is only for the damage, which I don't care about.
[Edit: If traps are not spells, then the 10/10 doesn't work.]

couldnt you get your energy up to 20? If you use that +5 energy wand, 3>50 energy, 12+ energy offhand

Absolutely so long as the energy bonuses are not linked to a requirement. The "trapper staff" is just easy to get and so a lot of people use it.
